Maybe because nobody seem to follow the traditional definitions
for the TLDs any more?  Possibly due to all the people
new to the Internet expecting to see .COM after everything?

Let's not forget that the United States Postal Service
switched from .GOV to .COM a few years ago.  They're
also a pretty poor excuse for a Commercial Enterprise...
