The binaries have always been Hard Linked together.

TELINIT has GOT to be one of the Stupidest Names, not to mention the 
Stupidest Commands Ever!

My guess is that some System III weenie decided that the "telinit" 
command should "tell init" about the new run level, and init would take 
care of the job of changing it. But they decided to "be cool" and spell 
it somewhat like "telnet", or maybe there was some 7 character 
convention/limit for command names at the time.

And shortly after that, the code was merged into init itself, but the 
documentation had already been written.

What a Poor Miserable Excuse for a command.
