Er, yes really.  :)  You obviously want to get value from your pony
freshly hired with no clearance, but quite often he or she does nothing
approaching profitable.  They suck up tax Dollars and wax poetic all day
long while asking someone cleared to let them use the bathroom.  There 
is this chicken and egg scenario where you want someone to have spent 
the money to clear you a pony, but quite often it's you that pays.

This is the norm, albeit with exceptions.  Few would have a clearances otherwise.
