Er, sort of.  IF they have profitable uncleared (or lower-cleared
work, if you have a lower clearance) work for you to do while the
clearance "bakes", and they don't need the cleared spot filled
immediately, then yes.  However, this combination does seem to be a
rarity.  In the vast majority of cases they'll happily pay a premium
for someone with a clearance already.
