I'm not at my box at the moment, however, you need to set the bootproto= none, assuming you don't already have that.   There's also a onboot option in there that should be set to yes.

site wide for everyone the files are /etc/profile.d
However for something like this you're better off modifying the individuals .bashrc or .csh or whatever file.  Just put the appropriate environment variable for path.
