Some things just don't have a rational answer and taxes included, since
what, they are supposed to be surreptitious.
There is all kinds of "historical" answer - my favorite being McCullough
on taxes.
(Not trying to get myself tar and feathered here.)
Sometimes "surreptitious" can make sense, eg. how is consumer index
measured. There is not market researchers out
scanning the shelves, it is calculated from the (required) reports on
wholesale movements.
