[Ma-linux] A dvips question(for TeXnicians)

They've changed dvips on me!!

I want to put a .ps file into my .tex file, and the way to do that
has been clear for decades:

First: put    \input epsf     somewhere up near the top of the file.

Second:  use the line
	\epsffile{foo.ps}     (perhaps with positioning parameters)
at the appropriate place.

Well, I have a file   letterhead.ps    in
/home/alan/tex/postscript/   .  And for decades whenever I write a 
letter I use the line
	\epsffile{/home/alan/tex/postscript/letterhead.ps}

And now, all of a sudden, this doesn't work.  dvips complains: can't
find file   /home/alan/tex/postscript/letterhead.ps   .

After experimenting, I find: if I'm writing a letter in /home/alan/tex/ ,
I can use the line
	\epsffile{./postscript/letterhead.ps}
So I am not going completely crazy.   But that is nutty behavior, no?
Does anyone know any other application where one can't use the
complete filename, with path, when wants to specify a file to be
used/included?

I've read lots of the documentation for dvips, and I can't find a
switch to fix this.  Have other TeX people out there had this problem??
