Depends on which angle you look at it from. It is the SOFTWARE that is 
Free, not the PEOPLE who use it.

As a Free person in America and most Civilized Societies, our actions as 
People are still limited. We may not, for example, Sell Ourselves (or 
our Family) into Slavery; we may not Sell Our Organs without Dying 
First, and even then, they must be given away.

Ultimately, the distinction may not matter anyway, as a company who 
takes a Public Domain piece of software X and modifies it into Y cannot 
prevent others from using X as they wish as well.

Perhaps this boils down to the Business view of the Composition vs 
Inheritance paradigm that the Object Oriented people debate all the time.
