Ubuntu software installer prints this warning message:

    Please NOTE that downloading and installing w32codecs, libdvdcss2
    and other non-free codecs without paying a fee to the concerned
    authorities constitutes a CRIME in the United State of
    America. Hence if you are viewing this message from anywhere in
    the United States of America, please HIT CANCEL immediately.

What _is_ the legality of w32codecs and CSS decoders? 

1) illegal to use them on content which one doesn't have a legal right to

2) illegal to use them on any content

3) illegal to just have them

I think 1) is true, 2) may be true 'thanks' to DMCA; what about 3)?
I still have the T-shirt with deCSS on it, although it can't be
illegal because the text washed out :)
