There are certain legal risks to running exit nodes, unfortunately. One
of them is the possibility that the adminstrator(s) of the exit node may
come under legal fire for something that was done through their exit.
Another potential problem is the ISP's terms of service: the ISP may not
permit servers at all, let alone Tor exit nodes. Given that HacDC is
sharing the church's network connection (if I recall correctly), it's
possible that they don't want to be a potential source of liability.
