This depends if the license is an OEM or retail copy.

With a retail copy, you're right and there's a documented procedure for 
license transfer described in the EULA.

With an OEM copy, this is not an option:

Unfortunately I don't have the MS XP OEM EULA text in front of me, but I 
remember reading that it was hardware specific.

With the added requirement of registration and activation that Microsoft 
introduced in XP and Vista, I'd imagine there might be some technical 
stumbling blocks as well, but again I don't work with Windows so this is 
really speculation on my part.
