They certainly did me, back when DSL was first being offered in the 
Washington area.  The conversation went like this:

me:  "I don't have Windows.  I have Linux."
Verizon: "Then we can't support you."
me: "I'll support myself."
Verizon: "I'm sorry, we can't sell it to you."
me: "Is there no way you will sell me the service if I don't have Windows?"
Verizon: "No."

I don't know what they're doing today.  This was, after all, at least 
four, possibly as much as 8 or 9, years ago.
