Maybe someone can correct me if I'm wrong, but I seem to remember some 
sort of ordeal where the gov't had somehow given the telcos something to 
the tune of 2 billion dollars, starting years ago, to deliver fiber to the 
premesis. They didn't do it, but were sitting on the cash, and someone 
found out and called them out on it. Then all of a sudden, FIOS was born 
and illegal aliens were employed digging fiber trenches.

Colocation is still the best bet for real bandwidth.
