Methinks you mean CRACKLES, with an R in it, like a fire, or radio/TV
static.  The canoncal example of CACKLING (with no R) is the laugh of
an evil witch stirring a bubbling cauldron.

That said, though, my cell phone also often makes cheap speakers sound
off, though in a different way, and only if it's close to the cable.
It makes them occasionally go "beep-a-deep, beep-a-deep, beep-a-deep!"
 It does so just before getting a call or a text message, but also at
other (frequent) times.  I suspect this is some kind of "heartbeat"
(heartbeep?) or status update.
