PATCH packages XEmacs is being excluded from some Fedora work because our APEL package is too old [1]. Here is a sync with upstream version 10.7. I have used it in my daily work for the last two days. That's probably not saying much, because I have no idea what uses APEL. This should be considered only lightly tested. I'll attach the patch because I don't trust a cut & paste into gmail to preserve whitespace.
