A number of out-of-tree packages (eg. wanderlust, ddskk) require a newer version of apel than what's currently provided; this patch syncs with the latest upstream. Note that the patch is informational: it doesn't contain the below mentioned ChangeLog* changes nor changes to README.{en,ja}.
