In principle, yes. For something like configure, it would be nuts.
In most cases adding one line to configure.ac early on will result in
many thousands of lines of diff in configure, because configure has
line numbers of configure.ac hard-coded into its error messages.
The reason that configure remains in the repo at all is that it is so
sensitive to which version of autoconf you have installed. If we had
enough people willing to keep it up to date with autoconf releases,
that would be one thing, but for IIRC every release of autoconf since
2.13 has broken our configure.ac.
