[Q] Rationalize specifying "where the packages are" somewhat

Please wait until after 21.5.24 is released, which won't be Sunday, I
don't think (I haven't written Changes-BETA yet). Xft and NEWGC are
both big changes, Xft is incomplete but well-tested as far as it goes.
I'd rather have a checkpoint release before this fairly large change
in UI.
If you want an immediate release of 21.5.25 after you commit, I can do
that.
