I'd suggest to use only one form:
XEmacs change:
There are only 4 uses of
XEmacs changes
in all of the packages .el files.
Alas, there are variations of
XEmacs change[:. ]?
already.
The more variations, the higher the chance the next guy may miss a few
of them.

Why not standardize on the single "XEmacs change:" form while you're
at it?
It came to my mind but I hesitated because I was unsure about the reasons
for such disparities. I'll do it.
