I don't see why. AFAICS WHEN is a typical GNU-style undesigned hack
which only imposes a burden on developers or perhaps the release
engineer.
I was just asking a question: If WHEN doesn't do anything, that should
be documented - otherwise, as a user, I'm wondering what a right thing
to put there would be.
