This patch syncs the API of make-obsolete(-variable) with GNU Emacs.
The result is one annoyance less later when syncing other stuff. Will
commit soon unless there are objections.
Applies also to 21.4, with a 1-line offset in lisp/bytecomp-runtime.el.
