I doubled checked my environment just to find that I used the wrong
version of XEmacs, sorry! Locale.rules pointed in the wrong
direction. Corrected the error and tried again in the hope of seeing
the same error just to find that it built fine anyway! Sigh.
This is the version of xemacs I use:

Do you start from a clean state? eg
make distclean; make autoloads; cd xemacs-packages/hyperbole; make
I don't do 'make distclean' because I check out the packages from CVS
every time.
My package build process is approximately:
1. Update package sources from CVS
2. Copy CVS sources to build tree
3. Create Local.rules file (attached)
4. make
5. make bindist
6. create destination directory (something like /opt/xemacs-packages-2008-07-13)
7. untar bindist tarfiles into destination directory
8. create symlink so that /opt/xemacs-packages (the package path built
into my executables) points to /opt/xemacs-packages-2008-07-13
6. unpack tarfiles in destination directory (something

PS. I succeeded in running M-x report-xemacs-bug by running a -vanilla
XEmacs-21.5.
