Ben removed that file in 21.5.
But
(info "(xemacs)Installing Packages")
still mentions etc/PACKAGES in 21.5.
(info "(xemacs)Available Packages")
is also hopelessly behind the times in 21.5.
Ville, your patch seems like the right thing as long as we keep this
file around in 21.4.
Ben, what did you have in mind for maintaining PACKAGES information?
Should your new approach be synced back for the next 21.4 release for
maintainability?
