I've pushed this one.
Presumably some lisp package needs this, as with the ":safe" and
":risky" keywords. What's our plan to deal with these functions in
21.4? I'm becoming increasingly likely to move 21.4 from stable to
obsolete. I don't really see much benefit to forcing package updates
to support 21.4.
