[AC21.5] Add description of changed options to INSTALL

APPROVE COMMIT 21.5 Will revert on request if it's considered redundant bloat, but this can't hurt anything. This patch adds an appendix describing the removed and changed options from autoconf 2.13 to autoconf 2.59 to the INSTALL file.
