[A21.4] ChangeLog patched, source file patch dropped?!

This patch fixed a minor bug in regexp handling found and diagnosed by
Julian Bradfield. As far as I can tell, although the ChangeLog was
applied to 21.4.22, the patch itself was not.
That is very strange. Both ChangeLog updates wer applied as was the
test update, but somehow I missed out the regex.c change.
I'll apply and commit to 21.4.
