OK. I'll elaborate.
If I got you correctly, you proposed in the case of a broken texinfo
tool chain, that we supply info on how to get to a prebuild version of
the info-files to drop into the local installation. That is fine.
I suggest we also say that the info files are available online and
point to xemacs.org.
