As far as I know this is incorrect. ~/.xemacs is not a package
hierarchy, it is a package root, and therefore there should be
~/.xemacs/xemacs-packages, etc.

The following two suggestions are "as long as I'm thinking of it";
neither needs to be be done in _this_ patch (but I wouldn't cry, either).
I would also support removing --package-path entirely.
The words "to be dumped" should be removed from the description of
--package-path, I think.
