[AC21.5] Make {en,de}code-coding-region interactive

APPROVE COMMIT 21.5 Mostly a personal convenience in practice, but I think it's a useful interface at times, similar to Gnus "washing" but useful outside of the MUA. The similar base64-{de,en}code-region are interactive. I've had this in my miscellaneous workspace for years, and it's the only one left now.
