Although there is a Win32 binary of XEmacs 21.1.14, setup can neither see it nor download it from XEmacs.org.

Setup lists package vc 1.37 (new), but cannot down load it. The messages is "Unable to download packages/vc-1.37-pkg-tar-gz"
