I tried installing cygwin with inetutils.
"M-x load-library RET telnet RET" followed by "M-x
customize-variable RET telnet-program RET" and entered the path /usr/bin/telnet which i got by which cygwin but it couldn't find the path. Then I tried E:\cygwin\bin\telnet.exe. Now it just hangs. I am using XEmacs on Windows 2000 Professional. Any suggesions.

I don't have a Windows box to test with at the moment, but I guess
XEmacs might be trying to invoke the telnet that comes with Windows,
which I think is not suitable for this.
Maybe installing Cygwin and configuring XEmacs to use the telnet that (I
guess) comes with it works? You can customize the telnet program by
doing a "M-x load-library RET telnet RET" followed by "M-x
customize-variable RET telnet-program RET".
