Would it make sense to add some code, that once all the startup code
is loaded, would check for the existence of a directory called
xemacs-base in the load-path and yell if it's not there? I.e.,
"Cannot find the xemacs-base package in your package path, do you
actually have it or any others installed? If not, please read
README.packages"
Just thinking that we need to make it more obvious to people that they
are missing some of the key components.
