  Both cygwin and XEmacs are under constant development.  syswindows.h contains required definitions that were missing from cygwin (actually w32api but that distinction's not important here).  Cygwin has since gotten better and some of the definitions in syswindows.h are no longer needed.
  You can get an updated syswindows.h from CVS at http://cvs.xemacs.org/viewcvs.cgi/XEmacs/xemacs/src/syswindows.h or you can just delete the definitions of the offending structs.Or you can try (not recommended) to revert your cygwin w32api package.
