You have your yes, in the sense that if you show us code we'll review
it, same as any other new feature.
All you need to do about the legalities is add a test to configure.in
that aborts the build if --with-qt or --with-kpart or whatever is
specified, and the platform is in the list of those that support only
QPLed Qt. AFAIK the only ones are MS Windows native and mingw.
And OSX. (at least, it doesn't have a GPL version, just the payware one).
