No, AFAIK that has not been explicitly changed. However, there have
been changes in window configuration code that might affect that
somehow.

I think it's the same bug. I reported it, I'm pretty sure on
xemacs-beta.
This behavior was was incorrectly fixed in the C code (ie, the way it
was fixed in the C code made it impossible to make improvements to
window configuration facilities in a sane way), so Mike (ever the
radical daredevil) ripped it out of C and reimplemented in Lisp. So
expect some instability in this area until things settle down.
